William John Mountain was born in Woolwich, England, in 1836. He migrated to Australia and became involved in local government. He served as a South Melbourne Councillor from 1875 to 1885. Re-elected in 1893, he served until his death in 1906. He served as Mayor of South Melbourne twice, including 1902, when a medal was issued by the City to commemorate the coronation of Edward VII (NU 20254).
