Commonwealth Hostels Limited was created in 1951 to act on behalf of the Department of Labour and National Service by operating and managing the migrant hostels for the Department. From 1978 onwards the company changed its name to Commonwealth Accommodation and Catering Services (CACS), which reflected its role in providing catering and accommodation services in other non-migrant government facilities in addition to the migrant hostels. For over thirty years, the Company acted on behalf of the government and constituted one of the organisations that received and welcomed new arrivals.
