Certificate issued to Howard F. W. Dawson by Victoria State Emergency Council, 26 May 1941, for completion of a course of study in air raid precautions.
Howard F. Dawson was an Air Raid Precautions (ARP) Warden for the City of Camberwell in 1941. It was donated to the State Library with a collection of Mr Dawson's papers, and was later transferred to Museum Victoria.
At the height of the emergency resulting from Japan's advance south in 1942, over 60,000 people in Victoria carried out Air Raid Precautions Warden duties. ARP personnel were trained by the Metropolitan Fire Brigade. One of their main duties was to patrol the blacked-out streets, requiring home-owners to black-out any lights showing onto the street.

A5 certificate on buff coloured card printed in blue ink, with sections completed in black type. Completed with signatures in black and blue ink.
