Significance

This type of public education material reveal fissures and synergies between 'official' and 'unofficial' sources regarding public emergency prevention and responses. Whilst the document is endorsed by the State Government it's marketing is problematic. Whilst many people can be reached through newspapers, the media's language and the use of sub-titles such as "Your Official Guide" blur the lines between 'official' and 'unofficial'. It is also significant that this was produced in the period prior to the Royal Commission findings when there was a fore boding fear in the community that there was no clear direction for the coming fire season.
