Third size scale model of the tender of steam locomotive C1, designed and built by the Victorian Railways at the Newport Workshops in 1917, and issued to traffic (launched operative) on 9 March 1918. It had a tractive effort of 38,400 lbs (170 kN). It was dismantled on 10 August 1961, having completed 1,155,167 miles of service (1,859,061 km). It was restored by V-Line in the 1980s.
The locomotive model was used to encourage recruitment during World War I. After the War, it was exhibited in the Exhibition Building (later Royal Exhibition Building) in November 1925 as part of a children's exhibition affiliated with the Children's Welfare Association.
