Summary
'Magic Eye' tuning indicator. It had a green display with a dark fan shaped area in the centre, the width of which depends in the voltage applied to the control grid of the valve. Zero volts give the maximum shadow width and -14 volts closes it completely.
The inscription 'FOREIGN' almost certainly indicates that the valve was made by the ITT subsidiary Lorenz AG in Germany for the British ITT subsidiary STC.
