Part of a large photographic collection of glass plate and film negatives, photographic prints and photo albums, relating to the development of the electric power supply industry in Victoria, operated by the State Electricity Commission of Victoria (SECV) from 1919 to 1993 and various predecessor private and municipal power supply enterprises dating back to the late 1880s.

Commissioners and senior staff of the State Electricity Commission witnessing the turning the first sod for Yallourn 'A' Power Station on 5th February 1921. The men in the foreground from left to right are identified as follows: Mr C.H. Kernot (then Construction Engineer at Yallourn, later the SECV's Chief Engineer), Mr A.H. Merrin (later Secretary for Mines & Public Works), Sir Thomas Lyle (Commissioner), Mr R. Liddelow (then Secretary to the SECV, and later Manager), Hon George Swinburne (Commissioner), Sir John Monash (holding rolled plans - Chairman of SECV) and Sir Robert Gibson (Commissioner).
