Francis Gillman was Mayor of Hawthorn 1890-91, and a councillor from 1884-1887 and from 1888-1892.

A medal was issued to commemorate the Proclamation of the City of Hawthorn in 1890 (NU 33018). It names Gillman as Mayor.

Gillman, an ex-councillor by 1893, was present at a meeting of people interested in the formation of the Hawthorn Football Club. He seconded the motion by Dr Adamsto to name the club "Hawthorn Football Club" (The Hawthorn & Kew Express, March 17, 1893).

The City of Boorondara Library holds a photographic portrait of Gillman: LHPH 312. Gillman Street, Hawthorn, may be named after him.
