The Thomson-Yarra Tunnel was a major component of the scheme. Fehrings, Swingler, Easton, and Bells are the names of the various weirs and shafts that were also major components of the Thomson scheme.
This medal was issued to all 7 Board members and possibly to all senior staff or engineers.
