This badge was made in 1950 and used around the same time. In Australia, this period marked by the aftermath of World War II and the gradual onset of the Cold War was met with a flourishing of peace movements. The year 1949 saw the formation of The Australian Peace Congress, while in 1950 they organised the Australian Peace Congress. The badge was acquired by the Museum of Victoria for its "Peace" Exhibition, August-September 1986, to commemorate the International Year of Peace. It seems that this badge was quite popular at the time.
